Asbestos = Popcorn Ceiling?

I'm confused with all the stuff I've read about popcorn ceilings and asbestos. Can someone please help me:

1. What is the percent chance that a popcorn ceiling contains asbestos if it was made during the 1970's?
2. Which is better: Remove, leave as is, or cover it?
3. How and when can one inhale this asbestos?
