Default Stomach Cancer surgery or chemo?

My father was diagnose in late Jan with Stage 3 stomach cancer, after biopsy and ct scans it was determined that the tumor was contained to just the stomach, at that time he was treated with chemo, the plan was to shrink and then have surgery, he was scheduled for surgery this week but after second biopsy reports, the surgeons canceled surgery as because the tumor had actually grown a bit but still is contained to just the stomach, they want to try another chemo to try and shrink it but gave us the family an option to attempt surgery or try another chemo, the surgeon advises against surgery as he says we have not found an effective chemo to treat after surgery, the oncologist wanted surgery but is not hesitant because of the surgeon advising against it, ultimately the descion rest with the family, has anyone else been faced with this difficult decision before? It makes sense to find a chemo that work so he can be treated after surgery but also fear it wont work and it spreads. Help!!
