Stage I Ovarian Cancer and metastases?

My sister was diagnosed with stage I ovarian cancer a few months ago. Very recently she suffered bad headaches and was found to have a metastatic ovarian tumor in her brain. Of the research we've done online, any cancer that travels beyond the abdominal region is automatically stage IV. Is it really possible to go from stage I to stage IV that quickly?
